GatePolicyBlacklist

• Purpose: Block explicitly denied actors from the same surfaces as the whitelist variant.

• Guarded selectors & actor coverage: Identical to GatePolicyWhitelist.

• Config: Node owner flags addresses with add(node, actors) and removes with remove(node, actors).

• Behavior: Reverts with Blacklisted if any checked participant is flagged.
